May conduct outreach, marketing and give educational presentations; makes appropriate referrals, completes reports and compiles statistical data to Agency staff and funding sources, and other duties as assigned.
The Eligibility Specialist I's duties will be relative to the work performed in the program and/or department to which assigned.
This is a non-exempt status position.
Distinguishing Characteristics This is the first working level in the Eligibility Specialist class series; this class is distinguished from Eligibility Specialist II and III in that incumbents are not expected to have a level of skill and expertise in program billing and leadership support work.
Incumbents in this class receive general supervision within a well-defined framework of policies and procedures.
Work assignments require considerable contact with clients to establish program eligibility.
When an incumbent has demonstrated sound work habits and sufficient skills, they may be promoted to the next higher level Reports To Program Manager, Operations Supervisor or designee.
Classifications Supervised This is not a supervisory classification, but may provide guidance and training to Volunteers, Interns and other staff depending on the program to which they are assigned.

) Coordinates energy program eligibility activities for distribution of funds throughout the period of the contract year(s).
Interviews, determines and establishes client eligibility and priority utilizing approved criteria in order to ascertain benefit and benefit level for each applicant.
Completes intake documents and evaluate client's eligibility to receive program services consistent with established guidelines.
Analyzes financial and eligibility information from applicants, and explains regulations, rules, and policies for benefit level payments.
Responsible for accurate statistical data entry for web-based data reporting systems.
Processes benefit applications and updates computerized information systems.
Coordinates activities inter-agency and with other various benefit agencies.
Deals tactfully and courteously with the public and other staff.
Coordinates, participates and provides marketing outreach, and provides a variety of information about department and agency programs.
Operates various office equipment, including but not limited to:
computer, fax machine, photocopier, scanner, etc.
Performs mathematical computations of average difficulty and clerical work, including data input, typing, and filing duties.
Generates reports and maintains data bases.
Works on special projects.
Establishes and maintains cooperative working relationships.
Provides vacation and backup support as needed.
Prepares reports and correspondence as assigned.
Set/Schedule appointments via phone for potential clients Typical Physical Requirements Sit for extended periods; frequently stands and walks; stoops, kneels and crouches to pick up or move objects; physical ability to lift and carry objects weighing up to 25 pounds without assistance; normal manual dexterity and eye-hand coordination; corrected hearing and vision to normal range; verbal communication; use of office equipment including computers, telephone, copier, and FAX.
Typical Working Conditions Work is normally performed in an office environment, outside and throughout the community.

Maintenance and safeguarding of client files and information retrieval systems, including computerized data bases.
Modern office methods and procedures.
Proper English usage, spelling, grammar and punctuation.
Computers and software applications related to the program.
Good public relations.
Multi-line phone system.
Ability to:
Interpret, explain, and apply agency/program policies, rules and regulations.
Interview clients, determining needs and program eligibility.
Maintain accurate client records, referrals and follow-up documentation.
Write clear and concise reports, and enter statistical data into computer data bases.
Establish a filing system using the alpha and numeric filing techniques Deal tactfully and courteously with clients, funding source representatives, public and private representatives from other agencies or organizations.
Operate a computer and department software in the performance of assigned work.
Gather and organize data and information.
Establish and maintain cooperative working relationships.
Maintain and observe all safety precautions and practices.
Training and
Experience:
A typical way to obtain the required knowledge and abilities would be:
Minimum of one (1) year experience in a related area and/or clerical support work experience.
Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying.
Special Requirements:
Possession of a valid and appropriate California Driver's License with a good driving record; eligible for Agency automobile insurance coverage per Guidelines for Drivers of Agency Owned Vehicles.
Pass a post-offer / pre-employment background check.
